Diagnosing XC7Z010 Failure on S9 / T9+ Controllers

Symptoms pointing to the Zynq SoC include: control board hangs at boot or never reaches an IP address, SD card is recognised but the miner firmware never initialises, hashboards scanned as 0/3, repeated reboots with no obvious PSU fault, or physical damage / discolouration around the BGA.
